The problem with allowing arbitrary Enderdragon spawns is that it's likely to lead to huge amount of grief. The only safe place to spawn it is in The End, and many players have built things there that could be destroyed if the dragon were to be led there. Players from our server killed the dragon legitimately the first time, and it has been spawned as a special event a few times based on player requests.
